San Rafael Energy Park LLC, a subsidiary of Torch Clean Energy, won a $6.9 million auction bid to lease approximately 1,051 acres of state land for 30 years, including rights associated with the development of an industrial-scale solar field and a proposed 200-megawatt Battery Energy Storage System (BESS) near Highway 92 and Buffalo Soldier Trail.

If the project moves forward as proposed, construction could begin in 2027, with operations targeted for 2028.

Tonight’s informational meeting is being held at the Sierra Vista Public Works Training Room, 401 Giulio Cesare Ave., and provides an opportunity for community members to learn more about the proposal and hear information surrounding the potential development.

Now, the shovels are finally hitting the ground.

More than simply building a path, this project is about safety, connectivity and creating a stronger community where residents and visitors have another way to safely walk, ride and experience Bisbee.

The project also carries a deeply meaningful purpose. As organizers noted, a community member lost their life along this stretch of highway — a reminder of why creating safer connections matters.

BREAKING: TWO SUSPECTS SOUGHT AFTER FATAL SHOOTING OF TUCSON POLICE RECRUIT

TUCSON, Ariz. — Authorities are searching for two suspects and a gray SUV following a shooting that left a Tucson Police Department recruit dead and a Pima County Sheriff’s Department corrections officer wounded.

According to information released by authorities, Carlos Ramirez, a Tucson Police Department recruit, was fatally shot at his home on Tucson’s southwest side. His fiancée, who serves as a corrections officer with the Pima County Sheriff’s Department, was also wounded during the attack.

She is currently reported to be in stable condition.

Law enforcement is actively searching for two individuals believed to be connected to the shooting, along with a gray SUV. Anyone who may recognize the individuals pictured, has information about the vehicle, or witnessed suspicious activity in the area is urged to contact authorities.

Do not attempt to approach or confront the individuals.

This remains an active investigation, and additional information will be shared as it becomes available.

COCHISE COUNTY, Ariz. — Keep an eye on the skies as we head through the middle of the week, with a pretty good chance for strong, scattered showers and thunderstorms today and tomorrow.

Storm activity could develop across the area, so residents should remain weather-aware, especially if spending time outdoors or traveling. As always during monsoon season, conditions can change quickly, and some locations may see stronger storms while others stay relatively dry.

Things are expected to dry out a bit heading toward the weekend, giving us a temporary break from the better storm chances.

FLOCK CAMERAS CREDITED WITH HELPING WILLCOX POLICE

WILLCOX, Ariz. — The Willcox Police Department is highlighting two recent cases where Flock Automated License Plate Recognition (ALPR) cameras assisted officers, as debate continues over the use of the technology and privacy concerns surrounding it.

On August 5, Willcox Police received an Attempt to Locate for an elderly man suffering from dementia who was believed to be traveling toward Willcox. According to police, the man did not have a valid driver’s license and reportedly believed his family still lived in Oklahoma, although they had relocated to the Vail area.

Police Chief Dale Hadfield checked the city’s Flock system, which showed the man’s vehicle entering Willcox on South Haskell Avenue at approximately 3:18 p.m., with no indication it had left the city.

Hadfield later located the vehicle at the South Haskell Circle K. Police said the man was disoriented and experiencing significant symptoms of dementia. Officers coordinated with Cochise County Search and Rescue and the Pima County Sheriff’s Department, and the man was safely returned home.

The technology was used again following the August 15 theft of a truck from a local motel. Police said a Flock camera captured the stolen vehicle traveling southbound on North Bisbee Avenue, with no additional sightings indicating it had left Willcox.

The following day, officers found the abandoned truck off East Patte Road. Evidence was collected before the vehicle was returned to its owner.

Chief Hadfield acknowledged that ALPR systems can be a “highly contested” piece of public safety equipment but said that when used properly and lawfully, they can help locate vulnerable individuals, recover stolen vehicles and assist investigations.

These incidents come as communities continue debating the balance between public safety and privacy surrounding automated license plate readers.

In these two cases, Willcox Police says the technology contributed to bringing a vulnerable elderly man home safely and recovering a stolen vehicle.
