CELEBRATING THE LIFE OF A LOCAL COMMUNITY ICON AND VELO VETS FOUNDER: Stuart S. (Stu) Carter passed away unexpectedly on Wednesday at 73, while pursuing his passion for cycling along Buffalo Soldier Trail in Sierra Vista, where he is believed to have suffered a cardiac arrest.
The community is rallying together to honor Stu's remarkable legacy of service, as he dedicated his life to empowering veterans and others through his tireless community work. With a storied career spanning 45 years of Federal Service, including 30 years of active duty in the Air Force and 15 years of Air Force and Army Civil Service, Stu embodied the values of leadership, strategic thinking, and communication. His inspiring personal motto, 'I help others do what they can't do by themselves. I help them LIVE LARGE,' was a testament to his unwavering commitment to uplifting others. Through his voluntary work, Stu led and guided numerous Veterans Organizations and nonprofits, championing veteran wellness and support, while also advocating for bicycle safety and military retirees.
His infectious enthusiasm and dedication inspired countless individuals, and his impact will be deeply felt. As Stu often said, 'I'm sticking to my Retirement Plan – looking after and caring for Veterans and friends.' His love for cycling with friends and fellow veterans was his greatest joy, and it was in this spirit of camaraderie and adventure that he left an indelible mark on our community. Rest in Peace, Stu. Your motto, 'Always Aiming High,' will continue to inspire us to strive for greatness, and your selfless legacy will be deeply missed, yet fondly remembered, here in Sierra Vista❤️

UPDATE: (11/06/25) The victim has had a successful surgery and will now be at home recovering. The family thanks you all for your prayers and well wishes during this time.
Update-(11/05/25)The boyfriend of the victim stated to Coolfmlive she is doing ok and was taken to Banner Hospital in Tucson after be flown out. She will be going into surgery tomorrow morning for her leg and has a laceration on her stomach 6 inches wide. He stated she just had a baby that will be 2 months soon.
The mother of the victim told us this morning 11/06/25- She is stable and going in for surgery today. Thank you to the two civilians that called and talked to me and my family while the police and medics did their job. I appreciate you! Please keep my daughter and our family in your prayers!
According to what the boyfriend was told "She was coming from Dollar General and the lights were on when she started walking at the crosswalk. There was apparently a truck stopped on the opposite side of the road but the lady driving wasn't paying attention and sped up to her side then hitting the victim. The female driving the car left the scene and was later found by police we were told.
Thoughts and prayers for her operation tomorrow!
Previous story info below....
🚨HUACHUCA CITY 911🚨 A female pedestrian was struck by a vehicle while using the new crosswalk in front of Circle K just before 5pm on Wednesday and left lying on the road. The vehicle fled the scene, leaving behind a black side mirror on the side of Hwy. The victim was transported to Canyon Vista Hospital Sierra Vista. We will provide updates on this developing story.
If family members or friends can contact us or let us know about her condition please do so.
Thanks to Beronica Arzate for the video footage.
A statement from Johann R. Wallace, Huachuca City Mayor below:
"Hello everyone! Wanted to jump in here and provide some context, to everything. Seems the most consistent comment/thought is the placement is just the worst. We have a lot of foot traffic that crosses the highway from the apartment across the way, over to Circle-K, as well as those crossing to make their way to the Dollar General. Before this was installed, there was nothing to provide some level of safe passage for people crossing the highway. It was a literal game of frogger.
Unfortunately, the town does not and cannot control any sort of traffic control signals along a state highway without ADOT's approval. There are a lot of hoops and requirements that have to be met, before we can even consider getting anything in place.
One commentor was 100% accurate in that the Town did not pay for, design or choose the location for this. ADOT did the Town a solid by having this installed when the pavement project was underway earlier this year. I will trust the expertise and experience of the ADOT traffic engineers that determined the design and placement of this. I'm not a traffic engineer and won't pretend to be one either.
However, that does not preclude us from reaching back out to ADOT to see what we can do, to increase the visibility of this crosswalk after this incident.
Hope this helps some. Again, we are thankful that we have something when previously there was nothing."
